Dilated Moment is an Amber you equip in an Amber Slot at a Lantern to gain a passive effect tied to firearms. While you hold aim with a Firearm, time slows down for you, giving you a longer window to line up a shot. That window has a cost: keeping your aim held drains Endurance, and the Amber also lowers your Firearms damage. It suits a player who values a steady, careful shot over raw firepower. Dilated Moment has a single rank, so the effect you get when you first equip it is the only version of it.
You can pick up Dilated Moment from a chest in The Battlefield, where Onslaught Arch is the nearest Lantern. Another chest holding it sits in the Vale of Wrath, with Ship Graveyard as the closest Lantern. Rest at whichever of those Lanterns suits your route, then head out to open the chest.
