Amber
Fire Breathing is an Amber, which means it goes into one of your Amber Slots at a Lantern and works passively from then on. Its effect ties damage to evasion: if you attack while you are in the middle of a dodge, the strike sets off an explosion that burns. It rewards attacking out of a dodge rather than after one. The Amber has 1 rank, so the version you pick up is the one you keep.
Fire Breathing turns up in the Fortress. It does not sit in a chest or a trapped chest. It is dropped by Remnants of the Iron Regiment, so you earn it by defeating those enemies rather than by opening anything. The nearest Lantern is Main Gate, which makes it the place to rest before you go after them and the place to slot the Amber once it is in your hands.
