Volatile End is an Amber you equip in an Amber Slot at a Lantern, where it works as a passive effect. With it slotted, hitting an enemy's Weak Point with a shot sets off a damaging explosion. It rewards careful aim: the more often you land shots on Weak Points, the more often the blast goes off. Volatile End has 1 rank, so the effect you get when you first equip it is the only version of it.
You can pick up Volatile End from a chest in The Battlefield, where the nearest Lantern is Trenches. It also sits in a chest in Fallen Village, with Fields as the closest Lantern. Both are plain chests rather than enemy drops, so you claim the Amber by reaching the spot and opening the chest. Head for whichever region your run reaches first.
