The recording lies in the Military Area, a scavenging area. The nearest fast travel post is Fast Travel: Horizon, about 220 m away in a straight line.
It is a speech that opens as a warm welcome to settlers at the edge of the storm, promising that they and their families will sleep safely inside the shelter until the cold breaks, under a scheme devised by brilliant minds. Then the speaker turns aside to a companion and admits it is a deception. This place is only a test, the true shelter lies to the south with the money already moved there, and the people inside will be forgotten while he will not. The recording starts playing as soon as you pick it up. Recordings you collect stay in your journal, where the MEMOS page lets you play, pause and stop them.
