In-game journal

Snowmobile Promise is a recording that lies in Horizon, a safe zone. The nearest fast travel post is Fast Travel: Horizon, about 30 m away in a straight line, so you can travel there and have only a short distance to cover before you reach it.

The message comes from Horizon's mechanic and is left for the rest of his group. He has gone off to the Urban District to collect some things and hands the repair of the snowmobile over to the others while he is away, trusting them with the tools to do it. He reminds them that they gave Robyn, who is in charge, their word that the machine would be repaired, and that people are relying on them. The recording starts playing on its own the moment you pick it up. Recordings you pick up are kept in the journal, where the MEMOS page lets you play, pause or stop this one again whenever you like.
