Green-eyed Blizzard is a voice memo lying in the Technocrats Colony, a safe zone. The closest fast travel post is Fast Travel: Church, about 300 m away in a straight line, so arriving there puts you a short trip from the colony.
The memo is a message from Martha's son to his mother before he leaves on a hazardous assignment. He stumbles over what he wants to tell her about the colony and never finishes the thought. He breaks off when she knocks things over in the background, and he ends up laughing and teasing her with the nickname the memo is named after. The memo starts playing as soon as you pick it up. It then stays in your journal, on the MEMOS page, where you can play, pause or stop it whenever you want to hear it again.
