Not everything went according to plan…
In-game journal
The Scavenger's Checklist is a note that goes into your journal once you pick it up. It lies in Technocrats Colony, a safe zone. The nearest fast travel post is Fast Travel: Church, about 300 m away in a straight line.
The note sets out one person's plan in numbered steps: strip parts from a helicopter belonging to the Technocrats, whom the writer holds in contempt, carry those parts down to a lower level, get a radio working again to reach Logan, stash some of the parts for later, get rid of the note itself, and then outlast everything to become a figure of legend. The journal's own summary makes clear that the plan went wrong somewhere along the way. When you pick it up, a recording starts playing straight away. You can hear it again later: recordings you collect stay in the journal, and the MEMOS page holds this one with Play, Pause and Stop controls.
