Hopes And Dreams: Recording #1 is a recording you can pick up in the Military Area, a scavenging area. The nearest fast travel post is Fast Travel: Horizon, about 220 m away in a straight line. The recording counts towards Hopes and Dreams, a side quest that sends you after the recordings from the area.
The recording captures a tense, emotional scene at a shelter. People shout to know how long they must wait, reminding the staff that there are kids with them, while an announcer tries to keep the crowd calm. The announcer warns that conditions outside are getting worse and urges people to find somewhere else to take cover. Newcomers are still being taken in as Sleepers, but there is no promise they will get a place in The Slumber Project. The recording starts playing by itself as soon as you pick it up. Recordings you pick up stay in your journal, on the MEMOS page, where you can play, pause and stop them.
