In-game journal
Hopes and Dreams is a side quest in the Bunker quest line. It sends you to Bunker 21, an exploration zone, to gather the recordings from that area, driven by your character's resolve to reach House Camp and track down anyone else who is still alive. The steps come one at a time: you locate the first recording, then the second, then the third, and once all three are in hand you finish by listening to a radio message.
What the quest gives you is the set of three Hopes And Dreams recordings: Recording #1, Recording #2 and Recording #3. Each one you pick up moves you on to the next step, so working through them in Bunker 21 is what carries you forward to the radio message at the end.
