The Lunar Set is waiting for the harsh conditions of White Hell.
In-game journal
Dressed for White Hell is a main quest in the Urban District quest line, and it opens once you finish Where it all began. Its aim is to have the Lunar Set made and ready for the punishing conditions of White Hell, the region the quest points you towards. The work is crafting, taken one piece at a time: you make a Lunar Cloak first, then a Lunar Jacket, then Lunar Gloves, then Lunar Pants, and finally Lunar Boots.
Each step asks for a single piece of the Lunar Set, so the quest moves forward as you craft them in that order. White Hell is the destination the set is meant for, and having the pieces in hand is what the quest asks of you before you go there. Once the Lunar Boots are made, the quest wraps up and The Last Stand follows, carrying the Urban District line on.
