Tower of Finn is a main quest in the House Camp quest line, and the journal goal is to reach Finn. Talking to Logan depends on a working radio connection, and that means fixing a tower so a transmission can get through. The quest sends you to the Improvised Radio Tower, an exploration zone with its own name on the map. The first step is simply to travel there. Once you arrive, the second and last step is to climb to the very top of the tower and find Finn.

When you have found Finn at the top, the House Camp line carries straight on with New Town, the next quest in the chain. Keep the House Camp line in mind when you plan the trip, since Tower of Finn leads directly into New Town.
