Grumpy Friend is a main quest in the Urban District line, and it opens once you have completed Closer to the Sun and Electric Sheeps. Your task is to sit down with Jeremiah Crow at the Crow's Nest and hear what he has to say on the subject of Permafrost Armor. The Crow's Nest is a safe zone within the Urban District, and it is the only place the quest sends you. The steps run in a simple order: first travel to the Crow's Nest, then track down Jeremiah once you are inside, and finally speak with him to wrap things up.

The quest asks for no gathering or crafting along the way; reaching the Crow's Nest and holding the conversation is all it takes. Once you have spoken with Jeremiah, the Urban District story carries on with Stolen Treasure, so expect that quest to be waiting for you as soon as this one closes.
